The premise of this session is that community development can sometimes be best accomplished by opening the process to all comers and all project types, governed by a set of consensus-driven constraints. In this case, the constraints require that the project align with the mission of the health district – to optimize health for our Beach Cities community through innovative and inclusive programs, partnerships and spaces – and reflect input gathered from the community.
In late June of this year, a Request for Expression of Interest (RFEOI) was broadly issued to the development community. A total of 255 developers, specializing in projects including medical, biotech, healthcare, artificial intelligence and senior living, received the RFEOI and were invited to express interest in the project together with a programmatic and physical vision for the Beach Cities campus.
In August, Beach Cities received 12 submissions, ranging from Behavioral Health to Senior Living and also more general residential, including affordable and mixed-income housing.
This session will explore the evaluation process and ultimate selection of a development partner for the health district and what the public private partnership will provide to the community.
