As federal resources for affordable housing continue to fall short of demand, cities nationwide are exploring innovative ways to activate local resources and build a sustainable pipeline of affordable units that is unconstrained by federal subsidies.
A new public-private partnership model, pioneered in Montgomery County, MD, is gaining traction across the country. By leveraging the development capacity of the private sector and the speed, simplicity, and scalability of private real estate transactions with public financing tools and land to lower project costs, mixed-income housing can be delivered at scale with long-term affordability.
In this environment, there are more tools to address traditional public-sector preoccupations of sourcing and sizing gap subsidy. However, local capacity becomes a larger barrier to implementing projects and scaling programs.
